ࡱ> CFBe P%bjbj{{ .6n\n\P$$>&<%%%%%%%$z'0*%%%### %#%##r#T$`1k=$%&0>&K$**$*$#U%%>&*> Z: LIVERMORE VALLEY JOINT UNIFIED SCHOOL DISTRICT EAST AVENUE MIDDLE SCHOOL SCHOOL SITE COUNCIL BYLAWS Article I Name of Council The name of this council shall be the East Avenue Middle School Site Council (SSC). Article II Purpose of Council The SSC is formed as a response to the California Education Code which requires such a body exist at all public schools in California which receive certain classes of State funding. It is the intent of the Legislature to extend the focus of authority to deal with these funds to the school level, with the approval and under the policy direction of the School Board. The Education Code requires the SSC to create and maintain a School Site Plan (SSP). The general contents of the SSP are largely mandated by law. They contain a collation of the State and District guidance adapted to and appropriate for our local situation. This helps to form the underlying educational philosophy guiding instruction at the school. The SSC also is required to develop and approve a budget for the expenditure of the School Improvement Plan funds. The expenditures must be coordinated with the requirements of the School Site Plan. The SSC has the ongoing responsibility to review the implementation of the school educational program. They also periodically assess the effectiveness of the program and annually review the school educational plan. If necessary, they can suggest modification of the plan to reflect changing needs and priorities and can take other actions as required by the Education Code. A further purpose of the SSC is to foster the relationship between our school and community. We will contribute to the attainment of this goal by working to create better communication between students, parents, staff, and community; by informing the community of school activities such as School Board meetings, SSC meetings, and open houses; and by other related activities. A further purpose of the SSC is to determine and make appropriate recommendations concerning the needs of the students, staff, parents, and community in such areas as curriculum, programs, and policies. Article III Philosophy and Goals PHILOSOPHY The middle school occupies a special place in the California educational system; its students need special kinds of attention, instruction, and nurturing in order to develop their potential. The program must be a transitional one which links the elementary school to that of the high school. It is not possible to teach them all they will need to know, so they must be taught how to learn and how to adapt to the changing world in which they live. In order to accomplish this task, the middle school must understand the nature of the middle school child the physiological, emotional, social, and intellectual needs of this age group. The school climate must be one in which educational excellence and academic achievement are emphasized and supported. Students must progress through a well-developed, balanced, and articulated curriculum in order to develop their intellectual skills. It is the responsibility of parents and school together to assure the students reach their potential. In order to develop the personal attributes and behaviors necessary for success in life, students need to receive compassionate and supportive counsel from concerned adults, be provided with the opportunities that will allow them to explore their interests, aptitudes, and talents, and develop positive images of themselves. GOALS At East Avenue Middle School, we parents, teachers, staff, and administrators are committed to providing an effective program which meets the needs of our students. It is our responsibility to assure attainment of the following specific goals: Students will participate in a balanced and articulated educational program designed to meet the needs of the middle school child. Students will experience a positive academic environment keyed to attainment of academic excellence. Students will leave East Avenue with a strong foundation in skills, knowledge, and critical thinking. Students will experience a sense of belonging and a positive social and emotional environment; they will develop positive self-esteem. Students will demonstrate a sense of responsibility. Article IV Membership Section A Composition Principal Teachers Four members elected by the teachers to staggered two year terms, where possible. Classified staff: One member elected by the staff to a two year term. Parents Four parents or community members elected by the parents to staggered two year terms, where possible. Students Two the student body will be represented by president, vice president, or secretary to serve a one year term. Section B Vacancies Candidates not elected to a position on the SSC will serve as alternates. If a vacancy occurs, the candidate with the most votes from the group affected shall fill the vacancy. If there is no alternate, and a vacancy occurs, a special election (process to be determined by the SSC) shall be held as soon as possible in order to offer voting privileges to all members of the group to be represented (parents, teachers, or staff). Section C Duties of members It shall be the duty of all council members to: Attend meetings Assist in collection of information Assist in goal and objective setting Assist in ongoing evaluation of school educational plan Accept positions as officers or subcommittee members when so appointed or elected unless unable to carry out the duties entailed Disseminate information to their constituency the best they can. All council members are expected to attend a majority of meetings during the year. Three consecutive absences will be possible cause for termination of membership. Article V Officers Officers are elected annually at the second meeting of the school year for a one year term. The officers are: Chairperson Traditionally a parent; shall preside at all meetings and perform all duties as prescribed by the Council. Recorder Shall substitute for the Chairperson in his or her absence, keep minutes of all meetings, be custodian of Council records, and perform all duties as prescribed by the Council. Article VI Meetings The Council shall plan to meet every other month school is in session. Special meetings may be called by the Principal or a Council majority. All meetings shall be open to the public, and the agenda shall be posted 72 hours prior to the meeting. A majority of the members must be present for the Council to conduct business. Article VII Amendments These by-laws may be amended at any regular meeting by a two-thirds vote of the membership, provided the amendment is submitted to the membership one week prior to the meeting. Article VIII Responsibilities of the School Site Council The first task to be accomplished by a School Site Council is the development of a school plan, including a budget. The school plan becomes the instrument by which the school, represented by the SSC and the local governing board, establishes a common agreement regarding the educational strategies that will be implemented at a particular school to help support the highest possible levels of teaching and learning at the school.
